Contract Conformance Specialist III
Contract Duration: Until 08/10/2026 (High Possibility of Extension)
Location: Houston, TX 77079
Work Schedule: Hybrid work model: Onsite (Monday, Tuesday, Thursday) & Remote (Wednesday, Friday).
 
Position Overview:
The Contract Conformance Specialist (CCS) III plays a critical role in ensuring all executed contractual arrangements are managed effectively across assigned capital and maintenance projects. The CCS serves as the primary liaison for documentation and communication between Enbridge and its contractors, ensuring contract terms are clearly understood, accurately implemented, and consistently adhered to.
 
Key Responsibilities:
  • Ensure adherence to project execution contracting strategies.
  • Draft and coordinate contract exhibits including scope, specifications, pricing, and special instructions.
  • Review and manage contractor-submitted documents for compliance with contract requirements.
  • Maintain logs for contractor correspondence, documentation, and change orders.
  • Coordinate contract negotiation support during bid and formation phases.
  • Support project teams in contract-related communications and training.
  • Facilitate timely resolution of contractual matters in collaboration with project teams and legal counsel.
  • Oversee the change management process, including generation, tracking, and documentation of change orders.
  • Participate in contract-related meetings, take detailed notes, and ensure accurate distribution of meeting minutes.
  • Monitor and validate contractor invoicing and payment workflows.
  • Ensure compliance with document retention policies and support audit preparations.
  • Maintain ongoing communication and weekly reporting with the Contract Conformance Regional Lead (CCRL).
 
Qualifications:
Minimum Requirements:
Education:
  • Bachelor's degree in Engineering, Construction, Legal, Technical, or Business discipline with a minimum of 4 years relevant experience;
  • OR an Associate’s degree with 7–10 years of applicable experience.
Experience:
  • Background in legal, engineering, construction, contract administration, or conformance, ideally in the gas pipeline or energy industry.
  • In-depth understanding of contracting processes and documentation in construction projects.
 
Technical Skills:
  • Strong proficiency in Microsoft Office applications.
  • Excellent organizational, problem-solving, and technical writing skills.
  • Ability to manage multiple priorities with minimal supervision.
  • Effective communication, negotiation, and relationship-building capabilities.
 
Preferred Attributes:
  • Experience supporting negotiations of complex contracting issues.
  • Strong interpersonal and listening skills, with the ability to influence and collaborate across diverse teams.
  • Familiarity with best practices in contract management within the energy or infrastructure sectors.
 
Reporting Structure:
  • Direct Report: Area Construction Manager (unless directed otherwise).
  • Indirect Report: Contract Conformance Regional Lead (CCRL).
